In reply to your telegram No. 35 of the 1st instant, I have the honour to report that matter stands as follows:-
Convention has been drafted, and Law Officers of the Crown (Legislative Bureau), are now examining it prior to its coming before the Cabinet. Count Hayashi is doing his utmost to have the matter pushed through.
